Minutes – May 12, 2009

 

 

 

Call to Order

A general meeting of the Advisory Neighborhood Commission 4C was held on Tuesday, May 12, 2009.  Commissioner Joe Martin called the meeting to order at 6:30pm in the MPD Patrol Services Bureau at 801 Shepherd Street, NW.

 

Roll Call of Commissioners

Commissioners present included: Gabriel Acevedo (4C10), Shanel Anthony (4C07), James Davis II (4C03), Timothy Jones (4C08), Joseph Martin (4C09), Janet M. Myers (4C02), David Tumblin (4C06), Joseph M. Vaughan (4C05), and Michael Yates (4C01).  A quorum was established.

 

Approval of Agenda

Items removed from May Agenda

1.      Removal of Community Auto Service Center, 4408 Arkansas Avenue, NW (SMD 4C03 – James Davis), proposal to change the use from an auto dealership to service and repair only.

 

Items added to May Agenda

1.      Roosevelt PTA grant of $900.00 and $1, 200 for plaques graduating seniors.

2.      Friends of 16th Street Heights Grant Application of $1575.00 for bus transportation for camp recipients of Hamilton and Upshur Park Recreation for day trips to Mt. Vernon and Manassas, VA on.  July 15th and August 19th 2009.

 

 

Motion to adopt amended agenda by Chair Martin, seconded, approved unanimously and adopted by commission.

 

Reading and approval of April Minutes

Motion by Chair Martin to adopt as amended April minutes the motion was seconded and passed unanimously by the Commission.  

 

Treasurer’s Reports

Checking Account balance: $67,132.88

Savings: $67,245.60

Quarterly Reports: Second quarterly report due to the auditor’s office by May 30, 2009.

Motion by Commissioner Martin to approve the second quarter auditor’s report, motion was seconded and passed unanimously by the Commission. 

 

 

Grants:

All small grant applications are current and up to date.

 

Correspondence & Announcements

·         Carolina Palace was cited with a $500 fine for violations and given a 4 day suspension.

·         Saturday, May 16th,   Block Club clean up 8:00am, 14th Street, NW, Shirley Saunders.

·         Neighborhood Yard Sale, May 23, 2009 (SMD Myers and SMD Yates)

·         Historic Preservation of DC, Friday May 29, 2009 

·         Former Commissioner Bland was elected to serve as the President of the Crestwood Neighborhood League.

·         Club House 6 Summer Camp, June 22 to August 14th, hours of operation 7:00am until 6:00pm. Cost: $600.00 for 8 weeks. Breakfast, Lunch and Snack provided.  Upcoming Community Fun Day Event, June 20, 2009. Contact Elgin Garcia – (202) 510-1242.

·         Petworth Library will host a DTV Conversion Program, Friday 15, 2009 10:30am.

·         Hamilton Recreation Center, Family Fun Day, May 3, 2009, 12:00noon until 4:00pm.

   

Fire Department

No representatives from the Fire/EMS attended the meeting.

 MPD

 Lt. Jeffery Parker updated the community on recent criminal activity:

 

·        1400 Hamilton Street, young men harassed and attacked people 

·        4200 Upshur/Varnum will receive attention from the Police

·        Teenager sexually assaulted at a nearby High School.

Community Comments

Motion by Commissioner, Chair Martin to recognize Councilmember Muriel Bowser, seconded and passed unanimously by the Commission.

 

Councilmember Muriel Bowser informed the community the council took out of the 2010 budget the $51.00 fee for street lighting and removed the proposed fee for calling 911; there was a $300,000.00 grant for gang intervention, the Commissioner will work with the Georgia Avenue and Rock Creek East Collabative; the Department of Parks and Recreation will receive $500,000.00 for the restoration of Upshur Park.  

 

Old Business

Associates for Ideal Education, Inc. presented its’ revised request for a special exception to the Commission including a presentation relative to the traffic study prepared in conjunction with the case. 

The Commissioners’ support for the special exception was based on the reduction of the number of students attending the school.   The motion was seconded and passed seven (7) yes, one (1) no and one (1) abstention to support the special exception

  

New Business

 

BZA Application No. 17951, Laurie and Jonathan Lyons, Special Exception to allow a two-story rear addition, 4109 7th Street, NW.

 

Motion by Commissioner, Chair Martin to support the special exception, seconded and passed unanimously by the Commission. 

 

Presentation by Emerald Becker, Higher Achievement seeking letter of support from the ANC 4C for the Higher Achievement program.

Motion by Commissioner Anthony for the ANC 4C to send letter in support of the Higher Achievement program, seconded and passed unanimously.  

 

Presentation by the President of the Roosevelt PTA for plaques for the Roosevelt graduating seniors.  The PTA president requested $2,100.  for the graduating seniors at Roosevelt senior high school.

Motion by Commissioner Joe Vaughan, Chair to approve grant in the amount of $2,100 seconded and passed, seven (7) in favor, one (1) no and one (1) abstention.

 

 

Postponed the Y.O.U.R. Community Presentation of $3, 000 grant supporting Summer Camp until June 2009.

Postponed the Friends of 16th Street Heights, Hamilton Park and Recreation bus transportation of $1,575.00, July 15th Mt. Vernon and August 19th until June, pending Auditors report.

 

 

Motion by Chair Martin to adjourn the meeting.  The motion was seconded and passed unanimously by the Commission.  The meeting adjourned at 8:45pm.
